Val is Penny's whitelighter, and probably the only thing that is keeping her from going completely insane in the face of not having any of her family around, especially her brother, Jason. Given that they were twins, Penny could have gone quite off the deep end in the face of not being able to find Jason in all of this, but having Val stuck with her has made some things in that respect a little bit easier. She also may have a teensy tiny crush on her, but that's neither here nor there.

Penny waited nearly two weeks before calling her whitelighter, after she injured herself in a fight with a demon. They had a short talk about the state of the world, the state of Penny, and life as they knew it, before their talk was interrupted by another whitelighter. Or, in this case, half-whitelighter. Melinda chatted with them for a while, revealed that she was a Halliwell, and made friends for later. After learning that Val couldn't find her way back to the Elders and knowing that they were going to need something a little more stable, lest they both go insane, Penny found a small neighborhood in Red Bluff where they could settle down. Penny cleared out and claimed Kelly's Bar for themselves, and got rather domestic. It's actually kind of cute.

Melinda Halliwell

Melinda is a Halliwell (daughter of Piper and Leo), and has the pleasure of being the first one that Penny has ever met. While Penny may come from an old school magical family by being a combination of the Jones-Salazar bloodline, Melinda is from the magical family, and in this universe she happens to be the only one. Penny's instinct in that instance is to protect her, because for better or worse if they have a Halliwell around, then they'll find a way to make it all work out.

She and Val first met Melinda when the younger whitelighter intercepted Penny's call for Val and came to see what the news was. That was when they found out that Melinda was a Halliwell, and had somehow landed here from the future. They parted ways after that, but Penny told her to keep in touch, just in case. After they settled in to Kelly's, Melinda interrupted Penny's breakfast (but made her a better one), and asked for Penny to go down to San Francisco with her to check out her family's house, which Penny agreed to. Melinda is also welcome to stay at Kelly's whenever she likes.
